Northstar Community Services District (NCSD) was founded in 1990 under Government Code 61600 as a local government entity to serve the Northstar
community with governmental services. The District currently provides water, sewer collection, solid waste management, recycling services, fire protection,
fuels management, snow removal, road surface maintenance, trail construction and maintenance. These services are supported by water, sewer and solid
waste user fees; and property and parcel taxes.
In the fall of 2015, after six years of operating the adjacent water system through a contract with Placer County Water Agency, the District acquired the full
ownership and operation of the Martis Valley Water System. This acquisition expanded District boundaries by providing water services to the Lahontan,
Martis Camp, Schaffer's Mill, and Hopkins Village communities.
The NCSD is governed by a five-person, elected Board of Directors composed of registered voters from the communities served by the District. The role
of the Board of Directors is to provide responsible leadership by determining District policy while day-to-day operations are overseen by a board-appointed
General Manager. Board Meetings are held at 9 am the 3rd Wednesday of every month. Members of the public are welcome to attend and participate.
