Water System Quality & Technology
Northstar Community Services District (NCSD) formed in 1991 with the intention of providing the community of Northstar with a full
range of public services, including the collection, treatment, and distribution of water within the Districts’ jurisdictional boundary.
At the time of formation, NCSD maintained and operated a single water system referred to as the Northstar Water System (NWS).
In 2015, the District boundaries expanded with the adoption of the water infrastructure within Lahontan, Martis Camp, and Schaffer's
Mill. Thus, creating a second water system, the Martis Valley Water System (MVWS). The Truckee-Tahoe area has experienced
considerable growth and change throughout the years. Simultaneously, Water System Technology continues to improve. With the
oversight and guidance of a progressive Board of Directors, our customers and NCSD Staff have embraced the continued
improvement of District Water System Technology. With their guidance, the District promotes the growth and preservation of the
Northstar and Martis Valley water systems, with new facilities and projects planned that will surpass both the quality and capacity
of technology available today. Both water systems operate through maintaining the District Water Ordinance adopted pursuant to
Government Code Section 61000 et. Seq., by adhering to the rules and laws set by Health and Safety Code of the State of California.

All requests for variances or deviations from standards in the District’s Water Ordinance shall be submitted, in writing, by the owner or
their agent to the General Manager. It is incumbent upon the requestor to secure such written permission and not to assume that
permission will be forthcoming for said variances or deviations.
The NCSD Water Ordinance provides the public with an accessible document that stipulates the requirements and guidelines that apply to all
water system facility construction and maintenance within District boundaries. The document gives a detailed description of water regulations,
connection requirements, construction requirements, easements, points of service, meter information, and other critical information for property
owners and contractors. In addition, the ordinance establishes charges for water services and provides a method for the collection of those charges.
